Rep. Bobbie Harder Bill Strengthening Restitution Accountability Passes House

St. Paul — Legislation authored by State Representative Bobbie Harder (R–Henderson Twp), HF 3496, passed the Minnesota House today, strengthening accountability in the state’s corrections system.

The bill ensures individuals on supervised release are making a good-faith effort to pay restitution before qualifying for supervision abatement status. Those who have the ability to pay but choose not to will not be eligible for early active release from supervision.

“Victims deserve to be made whole,” said Harder. “If someone can pay restitution and refuses, they should not receive the benefit of early active release. This is a simple, fair step to strengthen accountability, support victims, and strengthen public trust in our justice system.”

The bill now moves to the Senate.
